This study was a submitted as a master thesis in political science at Stuttgart university in 1986. While part I develops the theoretical framework, part II is focused on technical issues and part III offers a summary and conclusions. In chapter 1 the author outlines the theoretical background, while he discusses the security and military aspects of the stability concept in chapter 2, and in chapter 3 he reviews the development of the US nuclear doctrine. After briefly describing command, control, communication and intelligence as the American nerve systems for strategic nuclear weapons, he describes in detail in chapter 5 the command and control functions, in chapter 6 the communication network and in chapter 7 the exploration of data through strategic and tactical reconnaissance. In chapter 8 he analyses the functions of C3I, while he discusses the stabilising and the destabilising moments of the C3I complex.
