In October
1988, AFES-PRESS organised the first East-West conference
on military doctrine and arms control, some 18 months prior
to the CSCE seminar on military doctrine in 1990. The volume
contains after a brief introduction by the editor the following
nine papers:
2. Hans
Günter Brauch: Military Doctrine as a Risk Factor: Implications
for Strategic Stability and Requirements for Arms Control
3. Gert Krell: NATO and Warsaw Pact Doctrines of Deterrence
and Warfighting - A Comparative Perspective
4. Claus Richter: Political-Military Conceptual Structures
in East and West - A Comparative Perspective
5. Gertmann Sude: NATO Strategy - The Official Interpretation
of MC 14/3 Flexible Response
6. Peter Heesch: Military Doctrine - an American Perspective
7. Bruce Menning: Soviet Military Doctrine: Change and Challenge
8. Andre Brie: Die Position der sozialistischen Staaten zum
Problem der nichtprovokativen Verteidigung - Defensivität
und Angriffsunfähigkeit
9. Heinz Kozak: Remarks on Austria's Military Doctrine and
Security
10. Pekka Visuri: The Finish Defence Doctrine
The report
concludes with a chronology of steps leading to the CSCE seminar
on military doctrine between May 1987 and December 1989, the
programme of the conference, a list of participants and copies
of the press reaction.
