This report is based on a state exams thesis that was submitted in July 1994 at the department of Social Sciences at J.W. Goethe University in Frankfurt on Main. After a brief introduction Brühl offers a detailed introduction into the new issue area of international environmental policy focusing on biological diversity, it reviews the diplomatic efforts with regard to biodiversity and analyses the convention on biological diversity and interprets this treaty as an example of a changed international policy. It includes a 17 page bibliography and a brief biography of the author.
