This report is based on a diploma thesis that was submitted in 1996/1997 at the department of Social Sciences at J.W. Goethe University in Frankfurt on Main. After a brief introduction and a presentation of the goals, chapter 2 outlines several determinants of the foreign policy of Lithuania prior to World War II, the domestic context in the late 1980s and the foreign policy of Lithuania since its independence in 1991 as well as the results and problems of the developments in foreign policy. Chapter 3 develops a specific theoretical concept after a discussion of competing approaches focusing on power, international co-operation and institutions, foreign policy as a reflection of interests and approaches oriented in learning, chapter 4, the methodological approach and chapter 5 the specific hypotheses. Chapter 6 examines these hypotheses with regard to strategies and interests in the foreign policy of the Lithuanian state towards the West, towards the former Soviet Union and Russia, based on its assessment of its interests. Chapter 7 summarises the theoretical results and chapter 8 draws conclusions.
