This book
was edited by Stanislas Chapron, the managing director of
Marsh Inc.. He has been an adviser of the minister for industry,
post and telecommunication (1993-1995) and before assistant
director of the French version of AWACS E-3F and permanent
representative of the French Defence ministry in the joint
Franco-British AWACS bureau with Being (1987-1990), and by
Loïc Tribot la Spiere, general delegate of the Centre
d'Etude et de Prospective stratégique (CEPS) and administrator
of the institute Robert Schuman pour L'Europe (IRSE).
The volume
is organised in two parts with the first dealing with the
aerospace industry and the second discussing answers on the
situation of the aerospace efforts. Among the authors are
representatives of aerospace industry, of the French defence
and research ministries, of the European Commission and ESA,
from banks and investment houses and from universities and
research institutes.
Le développement
du secteur spatial connaît aujourd'hui des mutations
importantes. Né de la volonté des Etats et soutenu
par eux, le spatial fut longtemps vécu comme un véritable
espace de souveraineté : un enjeu scientifique et technologique,
un outil au service du militaire.Le développement d'un
marché économique spatial, lié en grande
partie à l'explosion du secteur des télécommunications,
a-t-il pour autant rendu obsolète et inapproprié
le rôle des Etats ? Les restrictions budgétaires
constatées doivent-elles pour autant éloigner
le secteur spatial des préoccupations régaliennes.
Doit-on considérer désormais que l'espace n'est
plus un "projet" d'intérêt national
mais un secteur économique à part entière,
certes? avec ses spécificités. Les faits confirmeront-ils
cette tendance ?
